M-1 is the most important document this observatory will publish: the operational definitions of the six evidence tiers — what qualifies a claim as Narrated, Observed, Replicated, Causally Supported, Cross Evaluator, or Real World Corroborated. How many runs constitute replication. Which evaluators count as independent. What counts as real-world corroboration.

The tier names and their order are settled (HOW_WE_WORK). The operational thresholds are not: they are a founder decision, under active development, and this page will hold the versioned definitions when they exist. Until then, every claim on this site is presented at Narrated — which requires no operational definition beyond honesty.
